Etsy orders to the US use Delivery Duty Paid

From 9 July 2026, Etsy's Shipping Policy (House Rules), clause E, requires a Delivery Duty Paid (DDP) shipping method for orders shipped to the United States, so buyers are not charged import duties, taxes, or other fees after purchase. The Seller Handbook says the same for any seller shipping from outside the United States to a US buyer. It is not limited by country.

Etsy's examples for Canada: ShipStation, Chit Chats; Canada Post, Chit Chats, DHL, FedEx, UPS. Chit Chats can handle the USMCA exemption if the goods qualify.

Canada Post and Evri labels on Etsy

One Etsy Help page says two different things about Canada Post and Evri for US-bound packages. Do not tell sellers they can buy those labels on Etsy until this is confirmed.

UNCONFIRMED

US IEEPA tariff rates

This site does not publish US tariff rates. The check on 2026-10-17 did not confirm the current status of IEEPA country tariffs. A Federal Register notice of 5 October 2026, titled Court-Ordered Refunds Under the International Emergency Economic Powers Act Worksheet, shows IEEPA tariffs are in litigation or refunds. No primary URL for that notice was recorded. Royal Mail's Click & Drop page still describes IEEPA country-based tariffs.

EU €3 customs duty on low-value consignments

Council Regulation (EU) 2026/382 charges a customs duty of EUR 3 per item in a consignment whose intrinsic value does not exceed EUR 150. It runs from 1 July 2026 until 1 July 2028. An item is a distinct tariff classification: per tariff line, not per parcel and not per unit. In practice it is charged per declaration line, whatever the quantity.

VERIFIED

Preferential tariff and the €3 duty

Goods that qualify for a preferential tariff, for example under a trade agreement, can claim that preference only if they are declared on a full H1 declaration and IOSS was not used for VAT. All IOSS imports pay the €3. The verification note flags this for UK and Canadian sellers. Apply the Commission guidance and verify with your carrier.

It is charged in addition to the €3 duty. There is no €150 cap. It is permanent, not temporary.

EXPECTED

EU €2 Union handling fee, start date

Article 287(4) of Regulation (EU) 2026/2108 says the fee applies 10 days after the delegated act enters into force. The act enters into force on the day it is published in the Official Journal. Its application date was still blank in the adopted text. The Commission guidance of 5 October 2026, the customs-reform page, and Revenue.ie state 1 November 2026. C(2026)6694 was not published in the Official Journal as of 18 October 2026. For a 1 November start, publication would need to be around 22 October. The delegated act is under scrutiny by Parliament and Council.

Start: expected from 1 Nov 2026, pending publication in the EU Official Journal.
