Etsy states how EU product identifiers are filled on labels

Etsy Help now says that for EU orders, labels bought on Etsy automatically submit the M-PID as the listing ID and the NS-PID as the listing SKU, or the listing ID if there is no SKU. Sellers do not enter those values, and Etsy says to review the SKU. For a label bought outside Etsy, Etsy says the carrier may ask, and that the listing ID can be the M-PID and the SKU the NS-PID. If the item has an S-PID (EAN, ISBN, or UPC), Etsy says to provide it when the carrier asks; otherwise follow the carrier's instructions for declaring that none exists. The same international-shipments article says an EU shipment of €150 or less needs a 6-digit HTS code, and an EU shipment over €150 needs a 10-digit EU commodity code and the country of origin. That digit count is Etsy's statement. This site does not suggest a code. The UPS and Commission conflict on the administrative tolerance is unchanged, and the Canada Post and Evri conflict is unchanged.

The European Commission customs-reform page now lists an Implementing Act on guarantees and data elements for the Union Handling Fee: Implementing Regulation (EU) 2026/2403. Start: from 1 Nov 2026 (Delegated Regulation (EU) 2026/2152, OJ L, 22.10.2026).

A final rule published on 22 October 2026 moves the compliance date for formal entry of certain US-bound postal shipments from 22 October 2026 to 20 January 2027. It covers mail subject to Partner Government Agency rules, subject to Chapter 98 or 99 duties (such as Section 201, 232 or 301), or claiming duty-free treatment under Chapter 98 or a Free Trade Agreement. Until then, the current postal process continues. After that, these shipments need formal entry or CBP's optional Entry Type 13 electronic filing. A separate notice, effective 22 October 2026, lets Entry Type 13 filings go in without complete partner-agency data for now. CBP has not set an end date and will announce it later. Neither document has a comment period.

Canada Post labels on Etsy temporarily unavailable for 12 EU destinations
Marketplace 2026-07-01 · Sellers: Canada · Marketplaces: Etsy
As of 1 July 2026, Etsy's Help article on buying shipping labels says Canada Post shipping labels bought on Etsy are temporarily unavailable for these EU destinations, due to a new EU handling fee affecting some carriers: Austria, Belgium, Czech Republic, Denmark, Finland, France, Germany, Ireland, Italy, Luxembourg, Portugal, and Spain. The article uses the name Czech Republic on that list. It says a seller can buy a shipping label from another provider until service resumes, and it does not name that provider. The same notice also says USPS labels are temporarily unavailable for a longer destination list. This entry records the Canada Post list only. The article also says US-bound labels through Canada Post and Evri are temporarily suspended. That US-bound suspension still conflicts with the DDP carrier table on Etsy's international-shipments Help page, and this entry does not resolve the conflict.

From 1 July 2026 until 1 July 2028, Council Regulation (EU) 2026/382 charges EUR 3 per item in a consignment with intrinsic value of EUR 150 or less. An item is a distinct tariff line, not a parcel and not a unit. Commission example: 5 T-shirts = €3; a T-shirt and a watch = €6. The old €150 duty relief ended the same day. Import VAT still applies.

Commission Delegated Regulation (EU) 2026/1022 was published in the Official Journal on 1 July 2026. Annex point (2)(a) requires, for each item in a distance sale of imported goods, a merchant product identifier, a non-standardised manufacturer product identifier, and a standardised manufacturer product identifier if one exists. Article 2(3) applies that requirement from 1 November 2026. Operators could provide the data voluntarily from 1 July 2026. Commission guidance limits the practical scope to consignments of intrinsic value up to EUR 150, mainly sales to consumers, and says the Commission is amending Annex B to say so. An administrative tolerance depends on commodity codes listed in the guidance, so a handmade description alone does not qualify. UPS and the guidance disagree on how tolerance goods are declared.

Two interim final rules published on 24 June 2026 make the suspension of duty-free de minimis treatment indefinite. FR 2026-12670, effective that day, covers modes other than international post: shipments of $800 or less must use formal or informal entry. FR 2026-12669 covers mail. The de minimis suspension for mail took effect on 24 June 2026, and the new postal informal entry process applied from 24 July 2026. CBP's separate Entry Type 13 electronic test began on 22 September 2026. The original suspension is Executive Order 14324, effective 29 August 2025. No tariff rates are stated here.
